A spot welder could work.  Maybe the tongs type: one tong on the wires, & other on the opposite side of nut, or stud.

Or, similar process, but more flexible electrodes: Lenco makes a spot welding machine designed for welding (thin - 20 gauge ?) car body panels from the top side.

You hold one electrode in each hand, apply pressure to the two spots near, but not touching, and pull the trigger (pre-set a timer first).

Very clean, professional welds.

An auto body shop might have one of these.

Welding thick copper to anything takes a lot of amps, from what I have read (& sorta tried), so any sheet metal welders probably don't have the power.

That might work; at the moment though I have a lot of other things to do so it's going to sit. Realized I can't weld it as the bolt is insulated from the body; and clamping to the other bolt will just cause the motor to run. Oh well.
are threads on motor stud damaged ?
They're not; but the amount sticking out past the bolt is very minimal. I did try a cutting wheel, but it won't fit in the space between the motor/stud and the wall of the blower. So yeah, stuck.
