The Coast Guard started to put Local Notice to Mariners online in 1995. The first issues online in the various districts are as follows:

The following issues are missing for one reason or another. Some of
the files appear to be on the server, but actually they contain
different issues from the ones claimed. There are also some issues
that are present but not in a format I can read.

There is an automated process which looks for new issues of LNM on the
Coast Guard FTP site, brings them to my machine, and scans them for
corrections to be included in these files. This process runs every
night, unless my machine is down, the Coast Guard's machine is down,
and so on. However, the LNM issues appear on the Coast Guard site in
batches, often after a delay of a week or so.
If the automated system can process the LNM issues without human intervention, then the updates are posted immediately. If there is a problem which needs my attention to correct (which happens 5-10% of the time) then the corrections for that district are delayed from a few days to a week or so until I can attend to them.
