(ET) Circuit breaker in lift motor?

I decided to fix the dead front lift on my I5 last Sunday and spent
a few hours with the schematic and a voltmeter. It turns out that the
switches, wires and fuse are all good, but the motor (which has
nothing visibly wrong with it) doesn't spin at all, in either
direction.

The schematic shows what looks like a circuit breaker symbol INSIDE
the lift motor coming off the common wire. And since my meter shows
infinite resistance on both the up and down windings, if there was a
popped breaker on the common that'd explain it.

Does anybody know if there's really a breaker in there? Any tips
for disassembly? The whole thing seems to have been dipped in black
plastic, which I guess I'll have to peel off.
