John, that 3.9 volt may be a bad battery, if you have a 6 volt charger
hook that up across just that one and see if it comes up.
Those reading should not hold the voltage from coming up with a good
charger, like I asked before, did you check to see if the "open" voltage
(charger disconnected from pack)is at about 45 volts or if not does it
change when the capacitor is unhooked.
